Abstract

The resource, transport, geopolitical significance of the Arctic zone in the current conditions of the crisis in the system of international relations is becoming a subject of rivalry on various platforms. Regional organizations (on the example of the Arctic Council, the Northern Forum), supranational international associations (SArctic), non-governmental organizations, communities, scientific institutions and other structures become tools for involving non-Arctic states in the Arctic agenda. At the level of strategic documents, the states fix the conceptual tasks of the presence in the Arctic, form programs of activities that ensure the presence. Among the eastern developed countries in the framework of this study is Japan, whose Arctic policy is analyzed by this study.
