Abstract

The mineral and raw-material potential is the basis for stable and balanced development of modern economy in case of its rational and complex use across the whole spectrum of natural resources. There has been considered the existing system of the subsoil resources management at the federal and regional level, in terms of interaction in solving the problems of accounting and information support for widespread minerals.As a methodological base of research there come out the methods of structural analysis and design in IDEF0 notation using Ramus software product. Using the context diagram of the functional process model of subsoil resources management there have been determined the place and role of territorial geoinformation analytical system of geological-economic monitoring in the management structure of state-owned subsoil Fund. Subsequent decomposition of the process control allowed to itemize the powers of the authorities of the Fund in the framework of geoinformation analytical system of natural resources management. Finally, it has been inferred that for the solution of problems of interaction of federal and regional authorities in the sphere of mineral resources it is necessary to create a territorial geo-information system of geological and economic monitoring hierarchical multilevel structure aiming the interaction of various authorities and subsoil users to increase the efficiency of mineral raw material complex management, which will contribute to: streamlining the system of data exchange; forming a unified methodological base on geologic and economical information of legal and regulatory acts and standards, formation of the regional cluster economic structures built subject to the available natural and mineral potentials, which are the locomotives of development of regional economy.
