Subject. In the Russian Federation, active work is underway to monitor the indicators of achieving the SDGs and the national development goals of the Russian Federation. In this context, the Food Security Doctrine has been developed to advance the agricultural sector. To provide information support for the SDG monitoring process at the national level, a list of SDG indicators has been developed. It has been established that the national list of SDG indicators should be a flexible tool for tracking progress in achieving the Goals, which became the object of the study. Purpose. The aim is to develop a methodology, specific indicators, and a metadata format for monitoring the achievement of a specific target objective of sustainable agricultural development in the region, using the Voronezh Region as an example. Methodology. The study was conducted using a comprehensive approach to developing information support for the strategic management of sustainable development. The empirical base of the research was formed using data from the Federal State Statistics Service, the territorial body of the Federal State Statistics Service for the Voronezh Region, as well as financial and statistical reporting data of agricultural organizations in the Voronezh Region. Results. We solved the problem of adapting sustainable development indicators to the conditions of the region's agricultural sector. We proposed both the methodological approach to designing a system of sustainable development indicators for the agricultural sector in conjunction with the Strategy for the Socio-Economic Development of the region and the algorithm for calculating the value added of agribusiness entities. The format for presenting metadata of specific regional-level indicators is developed, and their practical application is demonstrated based on the materials of agricultural organizations in the Voronezh Region. Conclusions. The developed indicators can be applied to monitor the sustainable development of the Voronezh Region as a guideline when allocating funding for various projects.

The aim of the article is to provide a theoretical and methodological foundation for the strategic management of sustainable economic development in the sociocultural sphere. The methodology framework of the study was based on systematic and interdisciplinary approaches, as well as methods such as critical analysis of theoretical sources, empirical methods (including observation, interviews, and expert assessments), economic-statistical, comparative, computational-constructive, balance sheet, and structural-graphical modeling, which allow for a comprehensive study of the research object as a multifaceted sociocultural phenomenon. The scientific novelty of this study lies in the deepening of the theoretical and methodological foundations of strategic management of sustainable development in the sociocultural sphere, while its significance lies in the potential for applying the developed models which reflect strategic management processes in the sociocultural sphere in practical activities. Conclusion. The role and importance of strategic management in ensuring the sustainable development of the socio-cultural sphere is determined. a model of the process of implementing the strategy of sustainable development of the socio-cultural sphere has been developed. The generalized model of the strategy of sustainable economic development of the socio-cultural sphere of Ukraine for the long term is substantiated. Strategic management, in the context of sustainable economic development in Ukraine’s sociocultural sphere, is an indispensable tool for achieving harmony among economic, social, and cultural aspects. In the article, it has been examined the peculiarities of the transition of the towns of the Carpathian region to sustainable development. It has been established that today the global level has a significant impact on the socio-economic situation of Ukraine and the Carpathian region in particular. It has also been found out that according to the Constitution of Ukraine, our state is defined as “social”, which imposes certain obligations on it regarding strategic priorities of socio-economic development. However, sustainable development, which has three components, such as social, economic and ecological, is becoming of great relevance. It has been proved that social, economic and ecological components are the basis of economic potential both of the Carpathian region as the whole and of the towns that are part of the regions of this area. The main definitions of strategic management of sustainable development have been analysed. The features of strategic and operational management of sustainable development have been emphasized, and the main principles of strategic management of sustainable development have been described. This article describes the ratio of goals and means of economic development in the long-term run, which has been determined by the President of Ukraine. The analysis of indicators of the sustainable development of the Carpathian region has been carried out. The regulatory legal documents of the strategic management of the sustainable development of Ukraine and its regions have been clarified, and problems of the strategic management of sustainable development have been identified. It has been revealed that among the strategic regulatory legal acts the highest priority in terms of the sustainable development, in particular of the Carpathian region, belongs to the Strategy of the Sustainable Development “Ukraine-2020”, which was approved by the Decree of the President of Ukraine No. 5/2015 dated January 12, 2015. The purpose of the Strategy is to introduce European standards of living in Ukraine, and the emergence of Ukraine into leading positions in the world. For this purpose, the movement forward will be conducted according to the following vectors. The first one is the vector of development, which means the provision of the sustainable development of the state, the implementation of structural reforms and, consequently, the improvement of standards of living. Ukraine should become the kind of state with a strong economy and advanced innovations. The next vector is the vector of security, which means providing security guarantees for the state, business and citizens, and protecting investments and private property. The vector of responsibility is to ensure guarantees that every citizen, regardless their race, skin colour, political, religious or other beliefs, gender, ethnic or social origin, property status, place of living, language or other characteristics, should have access to high-quality education, the system of health care and other services in the public and private sectors. The last one is the vector of pride, which is to ensure mutual respect and tolerance in society, the pride of its own state, its history, culture, science, and sport.

Strategic management of sustainable development of industrial enterprises in the conditions of the post-war reconstruction of Ukraine

Introduction. The paper deals with the problem of improving strategic management of sustainable development of industrial enterprises. The shortcomings of the strategic management of Ukrainian industrial enterprises are due to the decline in the growth rates of the world and Ukrainian economy, the war, the specifics of the development of socio-economic relations. The purpose of the paper to study the concept of strategic management of sustainable development of industrial enterprises. Results. The main problem of the study is related to the imperfection of the strategic management of the enterprise's investment policy, which leads to a slowdown in the development of the enterprise and a decrease in competitiveness. The methodological base of the research is determined, the basis of which is: system theory, a system approach to managing the sustainable development of the enterprise, the theory and practice of modeling, strategic management, investment planning. An improved model is proposed, which determines the interdependence of strategic management of investment policy and sustainable economic development of the enterprise, and an algorithm for managing the process of developing an investment strategy of an industrial enterprise is presented. This mechanism takes into account the main indicators of sustainable development of an industrial enterprise. The mechanism of strategic management, which has a complex nature, is considered. The management of the enterprise is oriented towards serious transformations, takes into account the proposed methods and tools of formation and management of investment capital of an industrial enterprise in conditions of uncertainty. Conclusion. It has been proven that the use of more advanced mechanisms for the development and management of the organization's strategic activities allows the company's management to improve management processes, make the best decision regarding the choice of strategy and the amount of investment resources necessary to achieve the sustainable development of an industrial enterprise.

Prospects for Sustainable Development of Kazan Considering the Assessment of Key Indicators

The article is devoted to development of sustainable development recommendations of the city of Kazan, inclusive of the assessment of key indicators. Today, the development of sustainable development indicators for Russian cities is given little attention. Different author’s sustainable development indicators of large cities are characterized by general abstract criteria and have a universal character. Based on official sources, we carried out an assessment of Kazan on a condensed system of sustainable development indicators, proposed by the UN in 2001. Thus, we identified the priority socio-ecological and economic problems of Kazan and formulated it’s relevant sustainable development indicators. Then we made an assessment for the sustainability of the socio-ecological and economic development of Kazan. The prognosis of the socio-ecological and economic development of Kazan was simulated in the same manner by the indicators that we have identified for 2030. In conclusion, recommendations on sustainable development of Kazan were made.

The Sustainable Island Development Evaluation Model and Its Application Based on the Nonstructural Decision Fuzzy Set

Due to the complexity and diversity of the issue of sustainable island development, no widely accepted and applicable evaluation system model regarding the issue currently exists. In this paper, we discuss and establish the sustainable development indicator system and the model approach from the perspective of resources, the island environment, the island development status, the island social development, and the island intelligence development. We reference the sustainable development theory and the sustainable development indicator system method concerning land region, combine the character of the sustainable island development, analyze and evaluate the extent of the sustainable island development, orient development, and identify the key and limited factors of sustainable island development capability. This research adopts the entropy method and the nonstructural decision fuzzy set theory model to determine the weight of the evaluating indicators. Changhai County was selected as the subject of the research, which consisted of a quantitative study of its sustainable development status from 2001 to 2008 to identify the key factors influencing its sustainability development, existing problems, and limited factors and to provide basic technical support for ocean development planning and economic development planning.

Introduction. A complex and multidimensional strategic management of regional sustainable development is supposed to involve a wide range of participants not only from political, but also from academic and civil circles to prepare and support decisions at the local, national, and global levels. The novelty of the study lies in: a) validating an externally determined approach to set the goals in regional development programs, which is more consistent with the modern pattern of sustainable development; b) substantiating the relevance to observe SDGs to transform the architecture of regional sustainable development programs. The purpose of this work is to develop a methodological approach to integrate the SDGs into regional management policies. Materials and Methods. Based on the analysis and synthesis of scientific information, the author applied the methods of conceptual and functional modeling to design and describe the SDG integration into regional development programs, as well as research integration into preparing political decisions in the field of sustainable development. Results. The proposed methodology is aimed at preparing scientific developments that specifically answer the question of how to achieve systemic implementation of SDGs in the context of regional features and translate this knowledge into a coordinated policy to achieve sustainable development of the region. Conclusions. The proposed developments will eliminate the inconsistencies in the strategic documents on sustainable development of regions, ensure a synergy effect, observe the interests of a wide range of stakeholders at the stage of setting goals, and will also contribute to the real progress towards their achievement. The results of the study may be in demand among the representatives of government and management bodies when preparing the documents aimed at strategic management of sustainable development in Russian regions.

The identification of criteria and indicators for the sustainable management of ecotourism in Taman Negara National Park, Malaysia: A Delphi consensus.

The purpose of this study was to identify sustainability criteria and indicators for evaluating sustainable ecotourism development in Taman Negara National Park (TNNP), Malaysia. This was an attempt to develop sustainability measurements for the evaluation of ecotourism from the theoretical concept of sustainable development. The Delphi method and public survey were used to solicit opinions from an interdisciplinary panel of Malaysian experts and public groups regarding suitable criteria and indicators of sustainability for TNNP. The objectives were to develop a methodology for identifying criteria and indicators, generating criteria and indicators most important for measuring sustainable ecotourism. development and initiating development of a sustainability evaluation procedure for TNNP. Three rounds of Delphi procedure and two rounds of public survey using questionnaires were used to converge and identify priority criteria and indicators. Overall, the methodology involved the identification, selection, and evaluation of measurable criteria and indicators of ecotourism sustainability. The results showed that the general public of TNNP was only partially knowledgeable about the concept of sustainable development. The public groups identified the conservation of natural heritage as the main meaning of sustainable ecotourism development. The important values of the park included the maintenance of ecological functions and providing life-support processes. The local tourists and stakeholders rated highly on the overall values of the park, but the foreign tourists provided significantly higher ratings for nature conservation and indigenous people uses of TNNP. The Public survey also revealed a total of 25 goals recommended for TNNP. The outcome of this iterative study was the identification of 15 criteria and 58 indicators of sustainable ecotourism development for TNNP. They encompass the component of economic, social, and environment that associated with sustainable development. Standard measurements were suggested for the criteria and indicators of tourism sustainability. These measurements were recommended as measurable standard for the criteria and indicators of sustainable tourism. The Delphi process provided a valuable framework for tapping experts' knowledge and public opinion on gathering and refining criteria and indicators of sustainability. The iterative public survey and the Delphi process all drew relevance with the issue of identifying criteria and indicators of sustainable ecotourism development in TNNP.

Sustainable Urban Regenerative Process AndDensification: Theory And Practice

This paper will define the theoretical premise of sustainable` design and its practice. This theory is then formulated into a sustainable planning and design process, which was used to develop the regenerative sustainable community proposal for the authors’ city of residence – Pullman, Washington, USA. The proposal was awarded a gold medal at the UN Habitat-II Conference in Istanbul, Turkey [9]. Probably more importantly, it has increased community concerns for sustainable development. The proposal can be reviewed on our web site (www.arch.wsu.edu/sustain). The Pullman regenerative and densification proposal stands upon the ecological modeling techniques which carefully balance on-site interchanges between the unique human and environmental systems. The amount or percentage of renewable human and environmental resources used by a development is a useful “indicator” or measurement of the degree to which sustainability is achieved. The primary ecological or biological variables used in this process were air, water, food and fiber, energy, and human ecology. These interchanges became indicators of sustainable development and define inherent qualities and the carrying capacity of the city. This approach allows this community (as well as others) to model, measure and program a series of design strategies for sustainable development as well as monitor the city’s regenerative process. The authors have researched and documented how the selected strategies have been successfully applied in other vernacular and contemporary cities and architecture throughout the world. The resultant program and plan was an effort to revitalize the existing community, enhance its sense of place and human/social, economic, and environmental qualities. The critical integrated levels of sustainable, regenerative intervention permeates all scales of the defining qualities of this place, defined in a nested hierarchy including the region, city, neighborhood, clusters and dwelling units. Wadhwa (Editors) 1 A clustered, sustainable regenerative plan and densification for Pullman, Washington, USA: theory and practice Pullman is a relatively small community of 25,000 located in the Pacific Northwestern Palouse Region of Eastern Washington. It is the size of some of the nested towns and villages in larger metropolitan areas. The regional climate of Pullman has distinct seasons with cold, wet winters and warm, dry summers. The city’s economy services the region’s agricultural industries and supports a major public university. As a University town, it has an extremely important leadership role in educating our future leaders (in classes and by the design of the community). As discussed in the introduction, Pullman’s sustainable community plan was based upon ecological (or bio-logical) modeling techniques, which carefully balance on-site interchanges between the unique human and environmental systems of the city. These interchanges become indicators of sustainable development and define inherent qualities, carrying capacities, and the required ecological footprint of this community. In general, this approach allows communities to model, measure and program a series of design strategies for sustainable development. Also, this method allows communities to define and monitor human-environmental indicators of a regenerative process. Sustainable indicators are commonly generated and agreed upon by the community. This study predates the community generated processes and takes a more theoretical approach based upon ecological or bio-logical criteria. This approach was derived from first establishing a working definition of sustainability. There are, of course, many definitions of sustainability. In review of the plurality of this term, the site or the human-environmental context is an important variable to most working definitions of sustainability. This emphasis is expressed in the following composite definition, which directed the Pullman regenerative study: Sustainable developments are those which fulfill present and future needs (WECD, 1987) while [only] using and not harming renewable resources and human-environmental systems of a site: [air], water, land, energy, and ecology and/or those of other [off-site] sustainable systems [14,16]. Sustainability integrates natural systems with human patterns and celebrates continuity, uniqueness and place making [17]. Although the site is definable, its natural cycles are primarily invisible and transcend artificial boundaries (building, site, community, regional and global scales). Many sustainable developments strive for self-sufficiency by attempting to operate independently of external utility or energy systems. The amount or percentage of renewable resources of a site used by a development is a useful “indicator” or measurement of its sustainability. The Pullman study models the biological variables of air, water, land, energy and human ecology as primary indicators of sustainable community development. Designing sustainable development indicators: analysis for a case utility

PurposeThe purpose of this paper is to present and analyze a case study on the design of a system of sustainable development indicators for an electric utility.Design/methodology/approachThe case study is based on collaboration with an electric utility and consultation with external experts. A six‐step process was used to create the indicators: conduct a needs assessment; conduct process planning; develop a draft set of indicators; test and adjust the indicators; implement the indicators; and review and improve the indicators.FindingsThe case study demonstrates how existing projects impact the process of developing indicators. It highlights that any system of indicators must be linked to the business planning process. It shows how this may be accomplished through a design based on a hierarchical approach that also illustrates linkages between the indicators and incorporates existing measures.Research limitations/implicationsThe first three steps of the indicator design process have been completed. Research on the remaining three steps is ongoing.Practical implicationsApplying the principles of sustainable development has become an essential part of doing business. This paper illustrates how sustainable development indicators may be developed and integrated with existing business infrastructure at an electric utility.Originality/valueEven in companies with strong corporate responsibility programs, a key challenge is to construct meaningful indicators that are integrated with mainstream business systems. Although it is recognized that each situation is unique, this paper provides insight into the development of indicators within existing corporate infrastructures.

Improving the Strategic Management of Investment Activities of Industrial Enterprises as a Factor for Sustainable Development in a Crisis

This article discusses the problem of improving the strategic management of sustainable development in industrial enterprises in Russia. The shortcomings of the strategic management of industrial enterprises are due to the fall in the growth rates of the world and domestic economy, international sanctions, and the specifics of the development of socio-economic relations in the Russian Federation. The main problem of the research is related to the imperfection of the strategic management of the investment policy of the enterprise, which leads to a slowdown in the development of the company and a decrease in competitiveness. The main goal of the presented research is to develop proposals for improving the strategic management model for the development and implementation of investment strategies of an industrial enterprise. Based on the analysis of theoretical sources, gaps in research related to the topic and objectives of this work are highlighted. The methodological base of the research is determined, the basis of which are: system theory, systematic approach to managing a company’s sustainable development, theory and practice of modeling, strategic management, investment design. The improved model is proposed, which determines the interdependence of the strategic management of investment policy and the sustainable economic development of the company, presents the algorithm for managing the process of developing investment strategies in an industrial enterprise. This mechanism takes into account the main indicators of sustainable development of an industrial enterprise. There are proposals to improve the management model of insurance reserves of the company, reflecting the strategic aspects of investment activities necessary for the successful implementation of the course on sustainable development in an industrial company. The obtained results were tested by a number of Russian enterprises, which led to positive results of their activities, contributed to more sustainable development and strengthening of competitive positions.

Evaluation of Sustainable Development of Typical Small Watershed in Mountain Area - A Case Study of Puwa Small Watershed

With rapid sponsorship and widely spreading of sustainable development theory, the research on the sustainable development indicator systems and its evaluation became increasingly an important issue for small watershed. Small watershed was thought to be the most basic operation unit for watershed sustainable development realization, building its sustainable development indicator system was regarded as the basic approach of realizing its sustainable development. Taking Puwa small watershed as study object, this paper quantitative analysis that the status of small watershed sustainable development by using AHP-PCA method. In this paper, taking AHP-PCA method as a powerful tool, by calculating comprehensive evaluation values of sustainable development as well as objective analysis of the level of sustainable development in different years the sustainable development situation of Puwa small watershed was evaluated. Corresponding strategies were put forward to supply relational decision-making departments with reference.

Механізми державного управління сталим розвитком аграрного сектора та сільських територій

Досліджено нормативно-правовий та інституційно-адміністративний механізм державного управління сталим розвитком аграрного сектору та сільських територій. Проаналізовано міжнародний досвід запровадження принципів сталого розвитку. На основі проведеного аналізу запропоновано алгоритм запровадження основ концепції сталого розвитку України, а саме: прийняття національної стратегії сталого розвитку “Україна – 2030”, відповідно до Глобальних цілей сталого розвитку (далі – ЦСР), прийнятих Генеральною Асамблеєю Організації Об’єднаних Націй (далі – ООН) 25 вересня 2015 р. “Перетворення нашого світу: Порядок денний сталого розвитку 2030”, який вміщує 17 Глобальних ЦСР до 2030 р.; Указу Президента України “Цілі сталого розвитку України на період до 2030 року” від 30.09.2019 р. Зазначено, що в рамках національної стратегії повинна бути розроблена програма сталого розвитку аграрного сектору та сільських територій. Адже для досягнення 2-ї Цілі “Подолання голоду, досягнення продовольчої безпеки, поліпшення харчування та сприяння сталому сільському господарству” саме аграрний сектор та сільські громади мають вирішальну роль. Запропоновано удосконалення адміністративно-інституціонального механізму управління сталим розвитком, а саме створення державного комітету із сталого розвитку, підпорядкованого Кабінету Міністрів України, для здійснення координаційної діяльності всіх міністерств та відомств у напрямку запровадження стратегії сталого розвитку.
