ASSESSMENT OF SUSTAINABLE DEVELOPMENT AS A TOOL OF STRATEGIC MANAGEMENT IN THE IMPLEMENTATION OF MANAGEMENT DECISIONS
  • Jun 16, 2025
  • ECONOMIC BULLETIN OF THE DNIPROVSK STATE TECHNICAL UNIVERSITY
  • Olga Rodina

The article reviews and summarizes the strategic and operational goals of sustainable development. Based on the analysis of the Sustainable Development Strategy approved in Ukraine, a grouping of goals and indicators of the sustainable development strategy is proposed. The assessment of sustainable development performs the function of diagnostics and monitoring, helping to timely identify deviations from strategic goals and adapt management decisions to changes in the external environment. Taking into account sustainable development goals in the management system can become a practical tool for building an effective, flexible and socially responsible model of organizational management. It is proposed, in addition to the existing grouping of goals and indicators (strategic goals, operational goals, tasks), to divide the goals of the Sustainable Development Strategy into the following areas: economic direction of indicators and tasks of sustainable development; economic and social direction of indicators and tasks of sustainable development; social direction of indicators and tasks of sustainable development; environmental direction of indicators and tasks of sustainable development. The proposed system of grouping goals of the Sustainable Development Strategy reflects the needs of strategic management and is a certain effective tool in the system of making managerial decisions. The need to use the proposed system of grouping sustainable development goals for strategic management is justified through the construction of a structured planning system that allows developing, implementing and adjusting strategies taking into account sustainable development goals, and also ensures systematic management decision-making. The proposed grouping of sustainable development goals will allow business entities to navigate more quickly among both strategic and operational goals of the Sustainable Development Strategy. Grouping sustainable development goals and objectives for strategic needs allows you to align strategic business goals with global and national priorities of sustainable development.

  • Tatiana Freze + 5 more

Our paper focuses on the transformation of the concept of sustainable business leadership (especially regarding the Sustainable Development Goals (SDGs)) and corporate social responsibility (CSR) in the post-COVID-19 era. The COVID-19 pandemic is without question posing a generation-defining challenge for public health and the global economy. Moreover, the pandemic has revived some old and introduced many new threats that today’s business leaders will have to face in the years to come. Despite the fact that the COVID-19 crisis was a humanitarian tragedy that continues to ravage millions of lives, it can also be viewed as an excellent opportunity to restart sustainable economic development as well as to help our business and economy to shift towards real business corporate social responsibility and ethical decision-making (thanks to the reduction in carbon emissions as a result of reduced economic activity and travel, increasing investments into healthcare and education, or finding the new ways for working and learning, such as remote work and online education). Our paper examines the effect of small entrepreneurs’ perceptions of CSR on their daily business under the conditions of the COVID-19 pandemic. The paper features an empirical model that assesses the implementation of CSR practices and principles (social responsibility, environmental sustainability, or ecological governance) after the COVID-19 pandemic. The model investigates whether the factors internal to the company might influence the enhancement of the CSR principles. The model is based on our own data obtained from the 450 online questionnaire surveys conducted with managers of small and medium enterprises (SMEs) in the Czech Republic and the Russian Federation. The two countries in question have been selected due to their similarities and, at the same time, differences regarding their geopolitical orientation, pathways of economic transformation, and attitudes to sustainable development policies and embracing SDGs. Our results demonstrate that the business type, as well as the ownership structure, positively impacts the introduction of CSR and sustainable development principles in SMEs in question, while the company’s age has a negative impact. Our results might be of special importance for the stakeholders and business owners wishing to enhance CSR practices and promote sustainable economic development in their enterprises in the post-COVID era.

Foreign direct investment in biofuels and sustainable development: the case of jatropha in the Boeny region, Madagascar
  • Mar 1, 2017
  • Alberto Nicotra

The past decade has seen the rapid spread of market-based approaches to address climate change mitigation, adaptation and poverty alleviation. In the first decade of the 21st century, the enthusiasm for pursuing mitigation through green alternatives to fossil fuels contributed to a spike in global investments in biofuel crops. The tropical plant jatropha (Jatropha curcas Linn.) was promoted as the ideal ‘green’ biofuel because of its multiple qualities. It was a non-food crop that was seen to grow easily in poor soils without requiring fertiliser or heavy demand for water and, most importantly, it could not be diverted from food consumption to biofuel production. Foreign direct investment (FDI) in jatropha cultivation was thus considered a potentially winning strategy for sustainable development and poverty alleviation in poor countries. This thesis investigates how FDI in jatropha has contributed to sustainable regional development in northwest Madagascar. Madagascar was one of the major destinations for FDI in jatropha cultivation in the 2000s and, in particular, the northwest region of Boeny was targeted for large-scale production of the crop and as a node for biofuel-based industrial development. Using the framework of political ecology and global value chain analysis, the thesis examines three critical dimensions of jatropha investments in Boeny: first, the broader political-economic conditions that led Madagascar to become a favoured global destination for jatropha investment; second, the processes by which foreign companies launched into jatropha production in Boeny; and third, the experiences and outcomes of jatropha production and their impact on sustainable regional development in northwest Madagascar. The study uses a combination of field interviews, observations, and secondary data on jatropha investment and government policies to explore these dimensions. The thesis shows that jatropha investment in Madagascar resulted from a convergence of interests of the Madagascar presidency, bilateral aid agencies, global environmental organisations, and investors seeking to profit from an emerging global carbon economy. The expectations were similar to a gold rush, where everyone hoped to reap windfall profits as early-movers in the alternative fuel industry. The reality of jatropha cultivation proved the opposite and companies struggled to meet the targets outlined in their business plans. Poor knowledge of the crop’s agronomy and the regional economy undermined the profit expectations of companies, and a subsequent fall in petroleum prices and financial crisis led many to withdraw from jatropha cultivation altogether. These outcomes provided negligible benefits for sustainable regional development in the Boeny region. This study offers significant insights on the risks associated with market-driven initiatives aimed at climate change mitigation and sustainable development. Its findings indicate that despite vigorous promotion of sustainable development through the emerging global carbon economy, ‘green’ foreign investments in innovative biofuel crops such as jatropha provide negligible economic or ecological benefits to regions in poor countries.

УСТОЙЧИВОЕ РАЗВИТИЕ: ПАРАДИГМА ДЛЯ БУДУЩЕГО

  • S.N Bobylev

Over the past 30–40 years, the concept of sustainable development has gained in complexity and comprehensiveness, a theoretical approach has been developed, sustainability goals and quantitative indicators have been proposed. The article identifies three stages of this evolution. At the present stage, the concept has become a complex socio-ecological and economic phenomenon, both in theory and in its practical interpretations. Its recognition by the United Nations and all the countries involved as a background for humanity allows to speak about the sustainable development as a kind of consensus official global development paradigm in the 21st century. It is acknowledged that the formation of a “green” economy is the basis of transition to sustainability. The article analyzes three fundamental problems, the solution of which is essential for the development of humanity, the global economy and national economies, both in theory and in practice: well-being and sustainable development; quantitative interpretation, indicators of sustainable development; transformation of the energy sector as a key to sustainable development. The ambiguity of the Kuznets curve interpretation is demonstrated. The growth of the developed countries’ welfare and the improvement of ecological situation in the countries themselves can lead to an increase in global environmental impact (in particular, the growth of their “carbon footprint” shows this). Currently, a variety of indicator systems, composite indices, adjusted traditional indicators to measure sustainable development are used. The article analyzes the United Nations’ goals of sustainable development (2015), adopted for the 2016–2030 period. The Adjusted Net Savings Index developed by the World Bank experts is promising (especially for countries with large natural capital). Crucial for the transition to sustainable development, “green” and low-carbon economy is the solution of energy problems. Global trends show an increase in the share of renewable energy and the competitiveness of renewable energy sources.&nbsp

  • Jan 1, 2022
  • Irina Krasyuk + 3 more

The need to adapt enterprises to the volatile market environment and reconstruct managerial and financial activities in response to the challenges of the market makes top managers face difficulties as they choose strategic development alternatives and make strategic decisions. Economic thought offers enterprises new development concepts, one of which is the concept of sustainable development. Firms operating in the same sector can choose various strategic benchmarks to achieve sustainability and competitive advantage. Telecommunications companies encourage and speed up social, economic and ecological sustainable growth and development for everyone. The paper discusses the conditions and strategic directions for sustainable development of Russian information and communication companies (MTS, MegaFon, Beeline, Tele 2) based on the content analysis of annual reports and sustainable development reports. Based on the results obtained, it can be concluded that all the companies take part in offering incentives, education and good working conditions to their employees, provide support to the local community, organize charity activities. However, in practice not all the companies implement strategic management based on sustainable development. The companies MTS and Beeline demonstrate more focus on sustainable development in their strategic goals and business strategies. In addition to the declared orientation in its report, Beeline presents concrete results on achieving the goals of sustainable development.KeywordsInfo-communicationsSustainable developmentStrategyMobile operators

While there are numerous theories and practical methods for managing in a national or even regional markets, most of them lack the sophistication necessary for leading change in a global business environment. With the advent of globalization, the complexities of doing business on a global basis have increased dramatically over the last two decades. While sustainability involves many perspectives, strategies, actions, and management constructs, the chapter focuses on how global corporations employ strategic innovations in response to the driving forces in the global economy and how they can improve their level of management sophistication in a turbulent business environment. The model incorporates the concepts of sustainability and sustainable development in creating the solutions, systems and structures for doing business in the global economy. It focuses on strategic innovations that provide more positive aspects and fewer negative ones. Sustainability and sustainable development are based on proactive strategies and actions that exceed expectations and outperform peers and competitors alike. Strategic innovations are dramatic changes that have the potential to create dramatic new solutions that create exceptional value and eliminate or reduce negative effects and impacts. Strategic innovations include radical technological innovations, business model innovations, product developments, and organizational developments that are game changers.

B a c k g r o u n d. Under increasing geopolitical and economic instability, there is an urgent scientific and practical need to identify the impact of these processes on the sustainable development of countries and to suggest strategies for sustainable development in the new environment. The full-scale war in Ukraine has increased the risks of failing to achieve the SDGs and urged the transformation of systemic approaches to sustainable economic development in these countries and Ukraine. Changing conditions require updating methods, reforming priorities and financing mechanisms of sustainable development strategies. Transforming sustainable development strategies is particularly acute for Ukraine's in-war and post-war reconstruction. The purpose of the article is to study the impact, priorities and mechanisms of transforming the EU countries' and Ukraine sustainable development strategies in the context of a full-scale war in Ukraine; to identify problems in implementing the SDGs, and to develop practical recommendations for Ukraine's sustainable development reconstruction on the path to EU membership. M e t h o d s. The methods used are generalization, comparison, critical analysis, synthesis, SWOT analysis, primary data collection and processing. R e s u l t s. The article presents the results of the study of the impact of war on EU sustainable development. The authors analyse the compliance of Ukraine's reconstruction plan with the SDGs. The authors have developed a system for prioritizing and incorporating SDGs into future development strategies and post-war reconstruction plans of Ukraine, considering the duration and phasing. Under limited financial resources, it is necessary to apply the proposed system of SDG prioritisation and its step-by-step implementation and effectively use its EU candidacy, and participation in integration programmes, projects and funds. The authors substantiate the ways of implementation of the SDGs in Ukraine's recovery and development programmes in the following modules: Institutional changes, Finance, Monitoring, and Economy. C o n c l u s i o n s . For Ukraine's effective post-war recovery, the reconstruction processes must be based on the principles of sustainability, modernization and technological development, which requires the transformation of national priorities, strategic goals and objectives, financing and implementation mechanisms. The inclusion of SDG indicators in recovery plans and budgeting for these processes should play a significant role, focusing on the use of the latest recovery technologies.
