Abstract

The undergoing global transformation of the system of international relations requires adaptation and changes in traditional diplomacy, its ways of performance as well as structural organization. At the same time ensuring the «unison» activities of public authorities of Ukraine in foreign policy is crucially important. The solution to this problem is seen to improve coordination as an important management function.The analysis of the recent publications regarding the issues this paper deals with has shown that some aspects of improvement of coordination mechanisms within the development of Ukraine's external relations was subject of research of a number of Ukrainian scholars as: Anatoliy Zlenko, Valeriy Chalyi, Andrii Veselovskyi, Kostyantyn Kononenko, Oleh Aleksandrov, Andrii Honcharuk, Olexandr Tsvietkov and others. Some aspects of political coordination are the subject of research by Les Metkaff, Ron Ton, and others. However, the further search for effective mechanisms of the activity of public authorities in foreign relations remains relevant.The purpose of this paper is to highlight the research of foreign experience on the mechanisms of coordination of activities of public authorities in international relations. The results of the analysis of foreign experience on coordinating the activities of public authorities in foreign relations are presented by the following criteria: legislative assignment to the Ministry of Foreign Affairs of the function of coordination of activity of public authorities in external relations; approval with the Foreign ministry various activities of international nature as visits, negotiations, public statements, etc.; mandatory notification by public authorities to the Foreign ministry on the content of official contacts with foreign officials; awareness and involvement of diplomatic missions abroad within official visits of state bodies delegations to the countries of their residence; the obligation to report by state bodies to the Foreign ministry on the results of participation in international events abroad and in the host country; ways of coordination the international activities of local governments; procedure for preparation and approval of directives.As a conclusion, the countries surveyed are proposed to divide into three groups: with «rigid», «moderate» and «liberal» coordination of the activities of state authorities in external relations. We consider more expedient for Ukraine to focus on strategic planning and coordination of foreign policy actions through annual interdepartmental development, approval, and submission to the leadership of the state the document outlining foreign policy goals and promote the interests of the state for the next year or several years. At the same time, operational coordination and correlation of actions should be ensured by multi-level (horizontal and vertical) internal and interdepartmental communications.With a view to the declared goal of reforms in Ukraine – approximation to the best world and European standards the prospects of further research should relate to in-depth research of the experience of states with a «liberal» form of coordination of government activities in foreign relations.
