Abstract

The article touches upon the problem of sea passenger ports and terminals, which being an integral part of the transport complex of any region suffer from the aggressive influence of the external environment and are forced to compete for passenger traffic, to develop new services to attract passengers and ferry companies. The situation is especially acute in the Baltic region, the Adriatic Sea and others. In order to attract passenger flows and freight traffic terminals should work with maximum efficiency, which can be achieved only through effective planning. The main parameters of the terminal are its carrying capacity, the number of routes that pass through the passenger terminal. The difficulty lies in the different approaches to the planning process. Specific conditions of the marine passenger terminal are characterized by changing workload, which necessitates using new methods in work planning. Passenger ports and terminals, as the technical systems, have many elements and connections between these elements, as well as connections with external systems, the methods of research, optimization and planning can be extremely complex and cause different types of organization. There occurs the problem of choosing the criterion of efficiency in planning. Thus, the transition to the classical theory of decision making under uncertainty does not help to find the solutions. Planning methods should allow for the dynamic features of the terminals and peculiarities of the processes, possible failures and weak elements. The Marine Passenger Terminal Marine Facade was taken as the object of the study. According to the initial data, a practical analysis of the terminal workload was performed and key variables were determined, which must be used when planning work. Traffic capacity of the terminals was taken as the mail variable in planning. The results obtained make it possible to improve the quality of decision making when planning the work of marine passenger terminals.
