У статті представлено результати теоретичного й емпіричного дослідження впливу інформаційно-комунікаційних технологій (ІКТ) на мовленнєвий досвід дітей молодшого шкільного віку, виявлено напрями подальших досліджень впливу мережі Інтернет середовища на мовленнєвий досвід. Визначено проблему, що полягає у недостатньому врахуванні у педагогічному процесі нецілеспрямованого і неорганізованого використання дітьми інформаційно-комунікаційних технологій. З’ясовано основні теоретичні підходи до вивчення проблеми взаємодії дітей і Інтернет-середовища та основні напрями використання ІКТ у педагогічному процесі. Критичне осмислення наукових теоретичних та практичних розвідок дало змогу виокремити потребу вивчення питання впливу інформаційних ресурсів мережі Інтернет на змістові характеристики мовленнєвого досвіду дітей молодшого шкільного віку. У статті обґрунтовано підхід до вивчення мовлення саме як до мовленнєвого досвіду, докладно описано методику емпіричного дослідження. Дослідження здійснюється в парадигмі теорії мовленнєвого досвіду, згідно з якою останній розглядається як система у свідомості особистості, спрямована на здійснення мовленнєвого освоєння особистістю світу. Зовнішня структура мовленнєвого досвіду, котра складається з мовленнєвої компетентності, мовної картини світу та мовленнєвої культури, виконує функцію опосередкування мовленнєвої взаємодії дитини із світом. У статті визначено провідні функції кожного елементу мовленнєвого досвіду, змістові характеристики та маркери, а також діагностичний інструментарій, за допомогою якого виявляються ці маркери. У результаті здійсненого емпіричного дослідження було виокремлено специфічні змістові характеристики мовленнєвого досвіду дітей молодшого шкільного віку, зумовлені використанням ІКТ: збільшення асортименту та диференціації емоцій одночасно зі зменшенням здатності до їх вербалізації; переважання динамічних фреймових когнітивних структур над статичними; розширення семантичних полів; збільшення ініціативності в комунікації; зменшення ролі правильності мовлення, дотримання граматичних і синтаксичних норм мови; збільшення семантичної гнучкості. Провідним висновком здійсненого дослідження є те, що використання ІКТ здійснює вплив не лише на кількісні показники мовленнєвого досвіду дітей молодшого шкільного віку (рівень мовленнєвого розвитку), а змінює його змістові характеристики.

The article explores the processes of global use of information technologies and systems, which allows creating economic benefits and promoting social and political integration, causing general prosperity and sustainable development of society. A review of the networked readiness system is provided, which provides executives with directive information on the key pillars to take into account the full use of information and communication technologies in their economic growth strategies. The essence of the modern model of the Network Readiness Index (NRI), which consists of four main pillars (technology, people, governance and impact), is revealed, each of which is formed from three sub-pillars, defining in a complex the real state of the use of information and communication technologies in a particular country. The rating of Ukraine according to the Networked Readiness Index and its main four pillars is presented. The degree of implementation of information technologies at Ukrainian enterprises by types of economic activity and their use of information and communication technologies, depending on the average number of employees, taking into account access to the Internet, the presence of a website and the purchase of cloud computing services are given. The essence and measurements of the basic principles (scientific validity, competence, timeliness, completeness of content, flexibility and homeostaticity) regarding the adoption of management decisions in the network economy are considered, which allows obtaining a synergistic effect. It is proposed to focus further research on the generation and design of a communication and information technology system, increasing investment in the information and communication technology sector and further popularizing the Internet and developing e-commerce.

Association between the use of information and communication technology and cognitive decline stratified by social isolation: The Otassha study

BackgroundPrevention of dementia is crucial for reducing its social burden. Social isolation is a known risk factor for dementia. The use of information and communication technology is associated with reduced cognitive decline. However, longitudinal associations of the use of information and communication technology with cognitive function remain unknown, especially for older adults who are socially isolated and at a high risk of cognitive decline.ObjectivesTo investigate the association between the use of information and communication technology and changes in cognitive function among older adults with and without social isolation.DesignLongitudinal observational studySettingData was obtained for two cohorts of community-dwelling older adults aged 65 years with no cognitive impairment (Mini-Mental State Examination score ≥24) at baseline.ParticipantsParticipants were defined as those who completed baseline assessments of the use of information and communication technology, social isolation, and cognitive function and underwent at least one follow-up assessment of cognitive function in a follow-up survey conducted annually through 2023.MeasurementsThe use of information and communication technology was measured using the technology usage sub-items of the Japan Science and Technology Agency Index of Competence. Cognitive function and social isolation were assessed using the Mini-Mental State Examination and the six-item Lubben Social Network Scale, respectively. Data from the two cohorts were combined to examine the association between the use of information and communication technology and changes in cognitive function, as well as the association between the use of information and communication technology and the incidence of cognitive decline (Mini-Mental State Examination <24), using mixed effects models and Cox proportional hazards models, respectively. These analyses were conducted separately based on social isolation.ResultsA total of 1,322 participants (mean age: 72.3 years, 39 % male) were included in the final analysis. The median follow-up period was 3.9 years. Individuals who used information and communication technology experienced a slower rate of cognitive decline than non-users (-0.09, 95 % confidence interval: -0.11 to -0.07 vs. -0.18, 95 % confidence interval: -0.21 to -0.15). In addition, information and communication technology use was associated with a significantly lower risk of cognitive decline (hazard ratio: 0.73, 95 % confidence interval: 0.70–0.76). This association remained consistent among older adults with social isolation (hazard ratio: 0.91, 95 % confidence interval: 0.85–0.97).ConclusionsThe use of information and communication technology was associated with a reduced risk of cognitive decline, even among socially isolated older adults. Creating an environment that enables effective ICT use with appropriate support may help preserve cognitive function in aging populations.

How nursing leadership and management interventions could facilitate the effective use of ICT by student nurses

This article makes the case for how evidence-based nursing leadership and management activities could promote, implement and sustain quality patient care by student nurses using Information and Communications Technology. It is on aspects of the findings of a professional doctorate inquiry into Information and Communications Technology use and skills development by student nurses. The 21st century is both an information and knowledge age. Nursing and medical professions are facing the increasing usage of information technology in day-to-day operations with the overall aim of improving the quality of patient care. The quality of the future of the nursing profession is dependent on the calibre of those who are currently socialized to become professional nurses. The new United Kingdom Labour Government, in power since 1997, has placed increasing focus on the effectiveness of the National Health Service and using computers as one way to assist in achieving greater effectiveness. This has implications for nurse education and the future preparation of future nurses to acquire skills in Information and Communications Technology. This is a case study approach using multiple triangulation methodology. This includes: semi-structured interview of six student nurses and four of their mentors; one unstructured meeting with the Research and Development Manager; observational visit to a medical admission ward and a renal unit; one semi-structured meeting with the Information Manager; Review of Documentation - the National Health Service Trust Nursing Strategy; and Review, Application and Development of relevant theory. The overall findings are that student nurses are not using Information and Communications Technology in nursing practice in a structured and systematic way. The reasons for this are very many and very complex but are interrelated. They include strategic resource-based issues, what Jumaa referred to as Time, Human, Equipment, Information, Material and Money resources. These reasons include lack of time for Information and Communications Technology activities by both students and the qualified nurses and some staff with poor Information and Communications Technology skills. This situation is compounded by insufficient computer hardware; lack of information about the essence and value of Information and Communications Technology; perception of the direct relevance of Information and Communications Technology activities to patient care; software materials not adequate for purpose and lack of comprehensive budget and financial recognition for student's engagement with Information and Communications Technology. 'Smile and the whole world smile with you'. This old saying has a lot of truth in it. Applied to Information and Communications Technology skills development and use by student nurses we are confronted with an uncomfortable reality of many qualified nurses who themselves are not comfortable or proficient with the use of Information and Communications Technology. Some do not see the essential need for Information and Communications Technology and its direct relevance to improving patient care, nor is this always supported by the current software and systems. Willmer argued that the achievement of effective implementation of the National Health Service National Programme for Information and Technology requires efficient change management and leading people skills, and an understanding of National Health Service culture. In this article the case is made that evidence-based management and leadership interventions are a feasible approach for a sustained implementation of Information and Communications Technology use and skills development by student nurses.

The article discusses the use of information and communication technologies in the process of instrumental training of future teachers-musicians based on distance learning. The importance of distance learning for us is to increase the level of professional instrumental training of students through the creation of a unified information system of education. The purpose of this article is to summarize the experience of using distance technologies in teaching special disciplines in the context of professional training of a future music teacher and to analyze their effective capabilities in this aspect. Our study compares and analyzes various points of view of modern teachers in the USA, Russia and Kazakhstan, who study the problems of using information and communication technologies in the process of conducting individual musical disciplines in the context of distance learning. In order to improve the performing skills of the future music teacher, practical recommendations on the use of information and communication technologies in the learning process have been developed. The research was conducted in the 2022–2023 academic year at the Department of “Traditional Musical Art” of the Korkyt Ata Kyzylorda University and in 2023–2024 at the Pedagogical Institute of Astana International University. To achieve the purpose of the study, a questionnaire method was chosen, questionnaires with open and closed types of questions were used. This article analyzes open-type answers. In the process of training specialists, pedagogical conditions for the use of information and communication technologies are determined on the basis of applied research and positive results of practical work in the direction of music and performing pedagogy.

The purpose of this article is to analyze the introduction and use of information and communication technologies (ICT) in the special disciplines of higher education, to teach teachers how to improve the effectiveness of teaching and learning through information and communication technologies (ICT). This article discusses the issues of improving the knowledge and skills of students through the use of modern information and communication technologies in the preparation of designers, increasing students' interest in the educational process and the ability to apply their knowledge in practice in the future. The focus is on the need to develop appropriate strategies for a new educational role and, in addition, to enhance the role of learners in integrating information and communication technologies (ICT) into the educational process. The role and perspective of the teachers was very important, highlighting them as key players in the process. The data show that there is a belief that the use of information and communication technologies (ICT) in the educational process will help increase the effectiveness of education and facilitate the organization of the educational process. In particular, it shows that the contribution of information and communication technologies (ICT) to the improvement of the educational process in educational institutions, where information and communication technologies (ICT) is an innovative factor, is high. Achieving this high level means that the educational institution must not only modernize technological means, but also change the models of teaching. We need to acquire digital knowledge and modern information technology in order to achieve development. This will allow us to take the shortest path. Indeed, the deep penetration of information technology into all parts of the world today creates new opportunities.

Swedish District Nurses’ Attitudes to Implement Information and Communication Technology in Home Nursing

The use of information and communication technology has increased in the society, and can be useful in nursing care. The aim of this study was to describe district nurses’ attitudes regarding the implementation of information and communication technology in home nursing. The first and third authors performed five focus group discussions with 19 district nurses’ from five primary healthcare centres in northern Sweden. During the focus group discussions, the following topics were discussed: the current and future use of information and communication technology in home nursing; expectations, advantages, disadvantages and hindrances in the use of information and communication technology in home nursing; and the use of information and communication technology from an ethical perspective. The transcribed focus group discussions were analysed using qualitative content analysis. The results showed that district nurses’ attitudes were positive regarding the use of information and communication technology in their work. They also asked for possibilities to influence the design and its introduction. However, the use of information and communication technology in home nursing can be described as a complement to communication that could not replace human physical encounters. Improvements and risks, as well as the importance of physical presence in home nursing were considered vital. The results revealed that the use of information and communication technology requires changes in the district nurses’ work situation.

The development of the information society involves the widespread use of information and communication technologies in education, which is determined by many factors. The transition to the widespread use of online forms of learning under quarantine or war forces teachers to master and constantly improve their skills in the use of information and communication technologies. The aim. Analyze literature data on methods and conditions of using information and communication technologies. Research methods. Monitoring of scientific literature related to the organization of communication with foreign students with the help of information and communication technologies. Research results. The principles of using information and communication technologies in the process of organizing communication with foreign students are generalized, the importance of their use depending on the possibilities of students' perception of information is specified; Google's priority digital applications have been identified (Gmail, Meet, YouTube, Drive, Docs, Spreadsheets, Presentations, Calendar, Chat, Forms, Groups, Translator, etc.); emphasis is placed on the expediency and form of their use; demonstrated the ability to evaluate and present information to students. Conclusions. The use of information and communication technologies provides an opportunity to address the following pressing issues: to use the latest achievements of information technology in education; to improve the skills of independent work of students in information databases, the Internet; to intensify education, improve students' knowledge acquisition, make the learning process more interesting and meaningful. Introduction. The functioning of modern societies, states, state institutions and citizens in general cannot be imagined without information technologies, the level of development of which, determining the effectiveness of management decisions in the economy, politics, social organization, etc., determines the identification and construction of a new model society, which is terminologically and conceptually defined as "information" . The transitional processes from the industrial to the informational type of social organization are characterized by different levels of use of information technologies, the state of development of the information provision of the state, the level of its democracy, etc. Ukraine's intention to enter the European space was marked by reformation processes with the active construction of information and communication technologies and procedures aimed at improving the implementation of customs formalities, increasing the level of efficiency of information, technical, personnel support for their implementation in order to build established customs legal relations not only in the customs space of the state, but also beyond it. The purpose of the article is to investigate the problems of the use of information and communication technologies used in the activities of the customs authorities of Ukraine, to outline the priorities and obstacles to increasing the level of information support of the customs institutions of Ukraine, the directions of digital transformation of the customs space of the state. Results. As a result of the study of the pragmatics of the use of information and communication technologies in the activities of the customs institutions of Ukraine, the chronology of their formation was systematized, the genesis of the informatization of the customs space of Ukraine in the conditions of digitalization of the economy was analyzed, the features of the use of modern information systems of the customs authorities of Ukraine were outlined, and the advantages of joining the Convention on the Common Transit Procedure were detailed. It was established that despite the influence of external and internal factors that are extremely aggressive in nature, such as Russia's military aggression, the consequences of the loss of part of the territories, production potential, the decline of business and foreign economic activity, the irreversible consequences of the post-pandemic recovery, the customs space of Ukraine still has a place for the expansion of the use of digital and information and communication technologies, which has a fundamental influence on the optimization of administrative, social, economic and social processes of the state's development.

Working with information plays an important role in the management of any educational institution. The Deputy Director in carrying out information and analysis activities must process large amounts of material. The use of information technology helps make this job easier. This article describes the project on the use of information and communication technologies in the management of additional educational organizations for children and analyzes the main directions of informatization in the management of educational institutions. The effectiveness of the use of information technology in managerial activities based on the use of computer technology has been revealed. Managerial activities of the head include processing a large amount of information. For this information to really help make the right management decisions, it must be objective, arrive on time, and reflect the dynamics of change in management objects. In addition, we need technology that managers can use to process this information quickly and accurately, with minimal effort and time. However, in practice, a number of contradictions are revealed; between the need for computerized management of additional education centers and the ability of educational institutions the development management information systems; between the need to build a computerized management process based on scientific systems and their actual implementation through the development of individual areas - the constituent elements of the system (technical equipment, software, training, etc.), between the need to organize management using new information technologies and the level of training of teaching staff that is not adequate for working with modern software. The object of the study is ICT in the management activities of the leadership of an educational institution. The subject of the work is the process of informing the management of educational institutions. The aim of this work is to develop a variant of the management of educational institutions based on the use of information and communication technologies. This method of work. During the study, a complex of different methods was used: the object of research was studied by the method of systems analysis, the method of excluded and included observations, the study of documents governing the management of educational institutions, expert judgments, and sociological surveys. The practical significance of this work lies in the development of the project.

Didactic features of the implementation in educational organizations of the Ministry of Internal Affairs of Russia of professionally oriented disciplines related to countering crimes committed using information and communication technologies

The subject of the study is the peculiarities of teaching information and communication technologies in educational institutions of higher education.The object of the study is the implementation of professionally oriented disciplines related to countering crimes committed using information and communication technologies in educational institutions of higher education of the Ministry of Internal Affairs of Russia. The authors consider in detail the introduction of information and communication technologies into the educational process, their effectiveness in solving applied tasks to improve the educational process, increase the activity of students through their involvement in various activities and stimulating educational activity. The authors pay special attention to the use of information and communication technologies in the pedagogical process of educational organizations of the Ministry of Internal Affairs of Russia. The authors reveal the problems of implementing professionally oriented disciplines related to countering crimes committed using information and communication technologies. In the course of the research, the dialectical method of scientific cognition was used, as well as a set of general scientific and special methods for studying the theoretical foundations of pedagogy, creative understanding of the problems of using information and communication technologies in the educational process. The introduction of scientific conclusions and recommendations into the practice of teaching professionally oriented disciplines are made. The main conclusions of the conducted research are the ways proposed by the authors to solve the problems of implementing professionally oriented disciplines. The main didactic questions "Who should be trained?", "What should be taught?", "How should training be conducted?" are considered and "Who will provide training?" professionally-oriented training related to countering crimes committed using information and communication technologies. A special contribution of the authors to the study of the topic is their proposed methodology for teaching students and cadets of universities of the Ministry of Internal Affairs of Russia to counter crimes committed using information and communication technologies. The authors note that the training should be carried out using an interdisciplinary approach, including elements of jurisprudence, information technology, psychology, sociology and other relevant fields of knowledge. The novelty of the research lies in the disclosure of the basic didactic principles of the implementation of professionally oriented training related to countering crimes committed using information and communication technologies.

Development and Use of Information and Digital Technologies at Ukrainian Enterprises

The paper considers the problems consider the problems of enterprises digitalization. Based on the research of the scientific literature, it is established that enterprises in the modern world need the active introduction of information and digital technologies to ensure the competitiveness of production and active development in the future. The analysis and assessment of the use and development of communication and information technologies by domestic enterprises is carried out. According to its results, it is established that the main areas of information and communication technologies implementation in domestic enterprises are cloud computing services, sources of "big data" for the analysis of "big data", 3D printing, external links to the Internet, own websites and electronic trade via the Internet, etc. It is determined that due to the rather intensive growth of the number of enterprises in the information and communication industry, the use of their developments in production is rather insignificant. Only 5% of enterprises during the study period used all the above information technologies in their activities. Based on the analysis, the problem areas of the process of implementation and development of communication and information technologies at domestic enterprises are identified and recommendations for improving the efficiency of information and communication technologies are provided. The MatLab Statistic Toolbox built into MatLab is used to determine the trends of the impact of digital innovations and the number of information and communication enterprises on GDP.

Research has frequently found that students use their information and communication technologies—such as smartphones and laptops—for non-academic uses in the classroom. These uses include sending messages as well as checking email and social media accounts. This study aimed to examine students’ in-class information and communication technology use, their motivations for it, and perceptions of it, as well as their attitudes toward restriction and integration of information and communication technologies in the classroom. It was found that students most frequently engage in non-academic information and communication technology use when they feel that they would not miss any new class content, or when they feel disengaged. Students perceived that their non-academic information and communication technology use had costs, especially distraction. However, students also reported negative attitudes toward policies that would restrict their information and communication technology use in the classroom but had positive perceptions of attempts to integrate information and communication technology use. We propose that information and communication technology integration can be an effective method of increasing student engagement—and therefore decreasing non-academic information and communication technology use.
