Abstract

The study of the conceptual and terminological apparatus used in public administration, in particular, in the activities of the customs authorities of the Russian Federation, the analysis of the practice of its application and ways of further improvement in the conditions of development of state structures is an urgent scientific and practical task that requires appropriate scientific support for its solution. The authors have developed a graphoanalytic model and a mechanism for the formation of an intellectual map of terminological systems in the field of public administration; graphical tools for determining the dimension of knowledge and the expected effect of the implementation of the intellectual map project are presented. Such methods as system analysis, prototyping and cognitive modeling are proposed as the main ones in the formation of management term systems; the order of their application is determined. The possibilities of using intelligent digital technology for the construction of term systems are revealed. The integral concept of the formation of terminological systems in the context of the ambiguity of the conceptual apparatus of the concepts of public administration is formulated. On the example of the theory of customs administration, the needs for solving problems of terminological analysis, including in the process of transition to cognitive management technologies, are determined. The authors present the results of a study of theoretical positions and existing methodological approaches to the study and development of management term systems, a graphoanalytic model and a mechanism for the formation of an intellectual map of the term system.
