Abstract
The article deals with the study of the process of verbalization of the REFUGEE concept in the modern Ukrainian legal metalanguage. The purpose of the work is to study the process of verbalization of the REFUGEE concept in modern Ukrainian legal discourse. The questions of the semantic volume of the refugee lexical unit in the terminological systems of various scientific branches, extralinguistic factors affecting the content of this term, the specifics of the language implementation of the refugee's cognitive terminology in modern Ukrainian are analyzed. To understand the professional specifics of the definition of refugee, the procedure of component analysis and comparison of the seme structure and differential semantic features of this terminology was applied. It was established that the term refugee functions in various terminological systems and is implemented in many communicative situations of various professional discourses, which determines the specificity of its meaning and meaningful elements in accordance with the specific sphere and situation of use. These extralinguistic circumstances also determine the semantic accents of the term. It is determined that legal terminology for designating refugee status is a specific layer of professional vocabulary, which combines a description of the social process with legal consequences. A component analysis of the term refugee as the main verbalizer of the concept REFUGEE within the concept sphere MIGRATION is proposed. The foundations have been laid for the study of the concept, taking into account the specifics of the development of its language realizations and the characteristics of the current discursive situation, which allows one to reach a level of understanding the ways of verbalization of mental images through language representations, systematization of language methods for representing concepts and reconstruction of fragments of professional language worldview.

Питаннями, які, за нашими даними, на сьогодні не мають вирішення і потребують комплексного вивчення в межах загальної проблеми, що досліджується, є наступні: 1) змістове наповнення й семантичний обсяг лексеми біженець у терміносистемах різних наукових галузей, 2) екстралінгвістичні чинники, що впливають на зміст та семантичні зміни в значенні терміна біженець, 3) специфіка мовної реалізації когнітивної терміноструктури біженець у сучасній українській мові
У 2009 році в Словнику цивільного права з’являється наступне визначення юридичного терміна біженець: «особа, яка не є громадянином України і внаслідок цілком обґрунтованих побоювань стати жертвою переслідувань за ознаками раси, віросповідання, національності, громадянства, належності до певної соціальної групи або політичних переконань, перебуває за межами країни своєї громадянської належності та не може користуватися захистом цієї країни або не бажає користуватися цим захистом внаслідок таких побоювань, або, не маючи громадянства і перебуваючи за межами країни свого попереднього постійного проживання, не може чи не бажає повернутися до неї внаслідок зазначених побоювань» (Грін, 2009, с. 29-30)
У Законі України «Про біженців» міститься уточнення про те, що під терміном біженець розуміється «іноземець (іноземний громадянин чи особа без громадянства), який внаслідок обґрунтованих побоювань стати жертвою переслідувань за ознаками расової, національної належності, ставлення до релігії, громадянства, належності до певної соціальної групи або політичних переконань вимушений залишити територію держави, громадянином якої він є (або територію країни свого постійного проживання), і не може або не бажає користуватися захистом цієї держави внаслідок зазначених побоювань та щодо якого в порядку та за умов, визначених цим Законом, прийнято рішення про надання йому статусу біженця» (Закон)
