Abstract
The article proposes an author's approach to defining the essence of an integrated quality management system and strategic management as a set of elements of the organizational structure, processes and resources necessary for the implementation of a continuous multidimensional process of active management influence on all elements that make up the system, aimed at improving the abilities and unique competencies that provide development in the direction indicated in the mission and goals, taking into account external factors leading to a long-term increase in the level of performance and efficiency of activities, focused on meeting the requirements of all stakeholders and continuous improvement of activities, taking into account regular adjustments to plans. Unlike existing definitions based on classical management methodology, the author's approach takes into account the trends in the integration of related management areas – quality management and strategic management – to achieve a synergistic effect. The development of the methodological position of the integrated quality management system and strategic management, including principles, approaches, methods, algorithm, will contribute to the creation of a multifunctional management system, with a single mission and policy, in which all key elements of activity work in a comprehensive manner, resources are optimally used, and the requirements of all interested parties are taken into account. sides. A system of element-byelement integration has been developed that allows taking into account the features of each process of strategic management and quality management and is focused on the principles and main provisions set forth in ISO 9001:2015 standards. The model links the main stages of strategic management and quality management processes to management functions (planning, organization, motivation and control), and takes into account the main organizational measures. A formalized approach to describing an integrated system creates a base in the form of an interconnected sequence of quality management and strategic management processes for further theoretical studies of integration (principles, features, conditions) and implementation practices (means, methods, tools).
