In today’s world, new technological breakthroughs have become an ordinary and integral part of production and public life. However, the achievement of modern technologies, such as digitalization, is still not being sufficiently intensively implemented in technosphere safety. Examples of digital transformation at various modern industrial enterprises are considered. The matter of the state examination of working conditions has been thoroughly discussed, and the difficulties that examination applicants may face have been considered. A simplified option of the system of application submission and processing has been proposed, based on the example of self-governing authorities in the Kemerovo region — Kuzbass.

Aim. The work aimed to develop and justify strategic priorities of the coal chemical industry of the Kemerovo Region — Kuzbass.Objectives. The work seeks to perform critical analysis of arguments for and against the creation of the coal chemical industry in Russia and the Kemerovo Region — Kuzbass; determine the leading directions of the strategic transformation of the coal industry of the Kemerovo Region — Kuzbass; create the mission of the coal chemical industry of the Kemerovo Region — Kuzbass, as well as develop strategic principles, priorities, and aims of the industry.Methods. The study was conducted having consideration for the general theory of strategy, the methodology of strategizing by V. L. Quint, the “triple helix” model, and the theory of open innovations by D. Chesbrough. The study employed the structural-systemic approach, methods of analysis and synthesis, deduction, and scientific abstraction.Results. The work substantiates the necessity of strategic transformation of the main function of the coal mining and processing industry complex from selling raw materials in low-margin markets to constructing a high-tech economy. It also defines the mission of the coal chemical industry of the Kemerovo Region — Kuzbass and the principles of its strategizing. Six strategic priorities were identified, which involve the formation of the best system for making management decisions on the creation of the coal chemical industry, the development of an innovative ecosystem, the development of breakthrough technologies, the organization of own production of industrial equipment, the maximum extension of technological chains, and access to export markets.Conclusions. The creation of the coal chemical industry in the Kemerovo Region — Kuzbass corresponds to scientific ideas about strategic development. When developing and implementing the industry strategy, it becomes possible to achieve leading positions in this field at the global level, ahead of competitors in terms of the time factor.

The article is devoted to one of the urgent problems, such as social and legal prevention of delinquency of orphans in boarding schools in the Kemerovo region. To date, the problem of legal impact on a child is primarily due to the fact that it achieves the ultimate goal of all legal regulation - the implementation of legal prescriptions in the life of every teenage orphan who is in a boarding school. Today in Russia the historical and socio-demographic situation has developed in such a way that the reform of Russian society has been accompanied and accompanied by a fairly widespread criminalization of various spheres of public life. Involvement in illegal activities of large and small social groups also affected minors-orphans who are in boarding schools of the Kemerovo region, as the most sensitive stratum of Russian society, involvement in illegal activities of large social groups, also affected minors - orphans as the most sensitive part of the population in relation to transformational changes taking place in modern society. Today, prophylactic work is being actively carried out with orphaned children in boarding schools in the Kemerovo Region - this is a complex, multidimensional, long-term process. The specific task of the boarding school for orphans in the field of crime prevention is to carry out early prevention, that is, to create conditions that ensure the possibility of normal development for the students of orphans. In this article a research of the nature of modern enterprises development is presented, characterized by moving from material-based to information-based economic products. It was discovered that economically developed enterprises have almost exhausted their potential for further growth due to organizational improvements, previously affecting mainly the material part of the economic product. Therefore, studies on improving the efficiency of the production organization of information economic products are becoming more and more relevant.Purpose: the main purpose of this research is to develop extended principles of lean manufacturing of information economic products. To achieve this goal following tasks were resolved: material intensity analysis was implemented, the structure of information economic product (IEP) was examined, traditional principles of lean manufacturing were reviewed and expanded for information economic product creation.The object of the research are modern industrial enterprises that apply the concept of lean manufacturing or similar. The subject of the research are the principles of lean manufacturing for creating an information economic product.Methods: the time series extrapolation method and the empirical analysis method were used to calculate the material intensity index of products. Abstract and comparative analysis methods were applied to develop the extended principles of IEP lean manufacturing. In addition, methods of analysis and synthesis, the historical method, as well as elements of factor analysis were used for the study.Results: the material and information structure of the economic product is considered and proposed. The nature of the dynamics of its changes in the process of changing the stages of technological and economic development of scientific and technological progress is justified, which allowed us to argue the vector of changes in the structure of costs for creating a modern material product in terms of increasing information and reducing material components. The constantly rising costs of creating information increasingly characterize it as a market product that has its own cost structure, which gave reason to classify it as an information economic product (IEP). In this regard, the structure of the information economic product was studied and developed, based on the analysis of the term of "information" both from the perspective of the organization and operational management and from the perspective of related branches of knowledge. As a result of the comparative analysis, extended principles of IEP lean manufacturing were developed.Conclusions and Relevance: the analysis of the material intensity index revealed a tendency to a continuous decrease in the material intensity of the economic product and an increase in the information component. As a result of the study of the structure of the information economic product, it was revealed that the potential for increasing the economic efficiency of modern industrial enterprises is primarily laid in improving logical data processing. It is proposed to achieve this by using the developed extended principles of IEP lean manufacturing, among which the main one is the principle of intellectual and creative reciprocity.

The relevance of the problem under study is due to the need to analyze the current functioning of local authorities. Despite the legislative consolidation of the autonomy of local authorities, pressure, control, and strict financial dependence on central power led to the situation, when society perceive local government bodies as primary government bodies, therebypersonifying municipal officials with government officials in the eyes of the public. The paper presents the problem of forming the institution of local authorities as a part of public authorities, creating the necessary conditions for political participation of citizens in solving local issues. The leading approach to the study of these problems is an index study of civic activity in the Kemerovo region. The study includes a mass survey of the population by the method of interviewing, which allows one to identify the level of involvement of citizens in public life, and factors that impede this involvement. We surveyed the population of three urban districts and two municipal districts of the Kemerovo region, N = 300. The age group of respondents ranged from 21 to 74 years. The survey period is November–December 2019. Based on previously unpublished data from sociological studies, we made conclusions about the profound influence of the paternalistic traditions of Russian statehood on the formation of an effective institution of local authorities.

The article proposes the integrated digital ecosystem concept for Kemerovo region with a mechanism for data collection and transformation. The concept meets the requirements for the creation of a data management center in the Kemerovo region. The requirements are specified in the Digital transformation strategy for economic sectors, social sphere and public administration of the Kemerovo region – Kuzbass. The authors analyze the strategy and list the characteristics of the current digital ecosystem of the region. The article reveals inconsistency in the interaction of state and municipal authorities with business structures and citizens of the region in the digital environment. The authors describe the expediency of applying the proposed concept in the Kemerovo region for a positive impact on the provision of social and economic benefits in the region. The effectiveness of digital ecosystems with data collection and transformation mechanisms is confirmed by examples of different countries. Thanks to the proposed concept, the requirements of legislation are met, the lack of consistency in the interaction of public authorities is resolved.

Introduction. Digital transformation is the process of transitioning to a management model based on primary healthcare data. This, in turn, has led to the recognition of the essential role of electronic medical documentation in digital healthcare. The use of structured electronic medical records (SEMR) is integral to the organization of healthcare as a component that ensures uniform standards for the creation and transmission of digital documents for all stakeholders in the healthcare system. One of the current priorities in the area of employee health protection is the development of a unified database system. This system will maximize the effectiveness of mandatory pre-employment and periodic medical exams for employees who work in hazardous or dangerous conditions, as well as those who are exposed to hazardous factors. It will also improve the results of expertise of professional suitability and expertise of the relationship between the disease and the profession. The need for such a system arises from the lack of consistency and continuity in employee health surveys which often necessitates the monitoring of a range of indicators related to health status, work conditions, and preventive measures over time. The aim of the study is to examine existing structured electronic medical records in occupational health. Materials and methods. The study was conducted using a combination of expert analytical methods. We analyzed SEMR (103) "Medical report based on the results of a preliminary (periodic) medical examination" Edition 1; SEMR (194) "Medical report based on the results of a preliminary (periodic) medical examination" Edition 2 and SEMR (230) "Medical report regarding employee medical examination for submission to the electronic personal medical record subsystem" Edition 1 for the period from 2023 until the first quarter of 2025. Additionally, and also information from statistical observation form No. 30 "Information about a medical organization" for the year 2023. Results. From 2023 to the first quarter of 2025 a total of 3,145,512 medical examinations (SEMR) were conducted: 1,175,018 SEMR (103), 984,516 SEMR (194), and 985,978 SEMR (230). In 2023 a total of 412,465 supplementary annual medical examinations were conducted (SEMR): 64,233 SEMR (103) and 348,232 SEMR (194). In 2024 a total of 2,065,738 SEMR was conducted: 752,804 SEMR (103), 636,284 SEMR (194) and 676,650 SEMR (230). On the other side, in 2023 there were 7,932,523 workers in the Russian Federation who underwent mandatory preliminary and periodic medical examinations1, 7,727,117 of them were examined (97.4%). At the same time 412,465 SEMR were registered in 2023, which corresponds to only 5.3% of those examined. In 2024 1,389,088 SEMR were registered (increased by 70.3% compared to 2023). The largest number of SEMR (103) in 2023 was recorded in the Chuvash Republic, Kemerovo Region and Tambov Region: 30,170, 13,178 and 7,821 respectively. At the same time, according to the data from Rosstat1, the following figures were obtained: 110,670 employees were examined in the Chuvash Republic, 173,048 employees were examined in the Kemerovo region and 59,051 employees were examined in the Tambov region. In 2023, a total of 348,232 SEMR (194) were formed in the Russian Federation. The largest number of SEMR (194) in 2023 was recorded in the Khanty-Mansiysk autonomous okrug — 42,506, in the Republic of Tatarstan 34,103 and the in Krasnoyarsk region 15,226 respectively. According to the data provided by Rosstat1, in the Khanty-Mansiysk autonomous okrug 227,508 employees were examined, in the Republic of Tatarstan 366,318 employees were examined and in the Krasnoyarsk region 161,773 employees were examined. Limitations. The study analyzed structured electronic medical records for the period from 2023 to the first quarter 2025. The data from Rosstat was used for the year 2023 as information for 2024 is expected to be published in the third quarter of 2025. Conclusion. The occupational disease monitoring system will contribute to the enhancement of the health status of citizens in the Russian Federation by effectively identifying signs of exposure to hazardous and/or dangerous factors at an early stage. If medical contraindications for work are identified based on the results of mandatory preliminary and periodic medical examinations, or if an occupational disease is suspected, the system will allow for high-quality and timely examinations, and expertise of professional suitability, expertise of the relationship between the disease and the profession. These measures will enable the development of scientifically sound tactics and strategies for preventing occupational, occupation-related, and general morbidity. They will also help reduce employee disability, minimize labor losses due to occupational diseases and preserve long-term health, thereby increasing economic efficiency. Ethics. During their work, the authors have adhered to the ethical standards for medical research as outlined in the Helsinki Declaration of the World Medical Association's "Ethical Guidelines for Medical Research Involving Human Subjects", the latest edition of which was published in October 2024.

In modern industrial enterprises, safety always comes first. Regardless of whether it is safety against weather conditions such as fires, floods, or it is securing the building from the intrusion of unwanted person. With these sensors, these services can also provide IoT smart security devices. In the connected world of Industry 4.0, there are way too many opportunities to take control of such devices, and so with a help of a cyber attack, computer attackers would be able, in two ways, to make the device impossible to operate. The first way is to manipulate the device, disable alarm sensors, and steal the data. The second way is to misuse the device for attacking another in a reflected way. The article illustrates the possibility of how the safety sensors can be disabled, and how this safety device can be used to attack another IoT device - the thermostat. Finally, the case study demonstrates inability of IoT-based automation and control device to send alarm notifications when a threat is detected by its sensors during the DDoS attacks.

The main purpose of this study is an analytical proof of the effect of the extended principles of lean manufacturing of economic products on the economic efficiency of industrial companies. To achieve this goal, the following tasks were performed: the tendency to increase the share of value-added operations was investigated, the analysis of existing cost accounting methods was carried out, it was proposed to consider the cost structure depending on the type of operation.
 The object of research is modern industrial enterprises using the concept of lean manufacturing and its analogues. The subject of the study is the effect of the extended principles of lean manufacturing in the creation of economic products.
 Methods of abstraction and comparative analysis were used to study the impact of the extended principles of lean manufacturing. In addition, methods of analysis and synthesis were used to study the existing methods of cost accounting. The historical method was also used in the work to analyze stable trends in the development of industry.
 Based on empirical data, there is a tendency to increase the share of operations that add value to the final product. It was found that non-value-added operations account for 84% of the cost of an economic product, which confirms the need to apply the expanded concept of lean manufacturing in modern realities, as it will significantly reduce this share by eliminating material and especially information losses. As a result of the study of existing methods of cost accounting, it is proposed to consider the cost of any economic product structurally consisting of material and information components for operations that add and do not add value to the final product.
 As a result of the conducted research, the influence of the expanded principles lean manufacturing of economic products on the economic efficiency of modern industrial enterprises was analytically proved and the expediency of applying the proposed concept of lean manufacturing was confirmed.

The article discusses some methodological issues of analysis and applied aspects of business process optimization at the Dagestan food industry enterprise JSC Deneb. The relevance of the research is due to the need to increase the efficiency of business processes in modern industrial enterprises through the digitalization of document management, the introduction of CRM systems, automation of logistics functions and the development of KPI-oriented management. The diagnostics of production, logistics and sales processes carried out in this enterprise using strategic analysis tools has been carried out. Based on the integration of SWOT and PESTEL techniques, as well as based on the relevant models described in detail in the Fundamentals of Project Management (2025), internal weaknesses and external threats were identified, and the company's growth points were identified. Quantitative indicators on the dynamics of revenue, profit and profitability of JSC Deneb for 2022-2024 are presented, reflecting the effectiveness of its work. As a result, proposals have been formulated for the digitalization of document management, the introduction of CRM and automation of warehouse accounting. It has been established that the priority tasks in enterprise cost management are the search for alternative suppliers of raw materials to minimize dependence, the introduction of motivation systems and KPIs. Design solutions for restructuring key processes are proposed: automation of logistics, implementation of ERP systems, digitalization of quality control, staff training. The practical significance of the study lies in the possibility of adapting the developed recommendations to improve the operational efficiency of food industry enterprises operating in highly competitive conditions.

The reproductive traits of sows are affected by many factors, so in the practice of work of reproduction farm should take into account the influence of each of the its in order to increase the output of piglets from the breeding stock, especially in industrial pig farms. The safe passage of farrowing has the big influence on the prolificacy of sows, since many piglets die directly during farrowing. Therefore, in modern industrial enterprises that use highly productive hybrid sows it is necessary to constantly monitor the passage of farrowing sows. Researches have been carried out in the reproduction farm of the pig breeding complex on the implementation of the night shift in the technological process at the farrowing site and its influence on the indicators of reproductive traits of sows of different age groups. The results of researches have shown that the implementation of the night shift in the reproduction farm of the industrial pig breeding complex using highly productive hybrid sows is necessary and economically has been justified. The prolificacy of sows of the 1st group was 12,9 piglets, and sows of the 2nd group by 0,6 % more. Per litter 1,25 stillborn piglets have been detected in the 1st experimental group of sows, while in the 2nd group there were by 0,25 piglets less. A total of 803 heads have been received in the 1st experimental group stillborn piglets, in the 2nd group 621 heads have been received or bys 182 heads less. When using the night shift in the 2nd group of sows additionally 182 piglets have been obtained. At the same time, the difference between the cost of additionally saved piglets and the cost of organizing the night shift for the two-week research period was 195,7 thousand rubles.

The article is devoted to the management of the production plan of the industrial enterprise. Existing approaches to optimization of the production plan are focused mainly on stochastic demand and consider the process of production plan formation. At the same time, many modern industrial enterprises often deal with rush orders in the course of their work. They have to solve the task of changing the formed production plan. If resources are limited, the decision to include an urgent order may result in a failure or a change in the due date of the orders included in the plan. In this regard, it becomes important to take into account the strategic importance of clients to the enterprise. The article proposes a methodological approach to the issue of inclusion or non-inclusion of rush order in the already formed and accepted production plan. The authors have developed a mathematical model of optimization of the formed production plan with the participation of rush order. The model uses Boolean variables to decide whether to include or refuse an order and an additional factor to increase margin income from the order for strategic customers.

The issues related to research in the innovative products’ marketing research field and forecasting the markets’ development are considered. The role played by modern marketing research in the scenario planning mechanisms’ development is determined. The factors that can have a significant impact on the industrial enterprises’ innovative activity indicators are structured. At the end of the article, the authors concluded that the current economic development level makes it possible to define innovation as a unique asset capable of qualitatively influencing the modern industrial enterprises’ competitiveness main indicators, which in turn will lead to the fundamentally new products, services and technologies emergence.

The paper proposes conceptual model of advanced digital platform for adaptive management of enterprises within the next generation of digital economy in the upcoming era of Industry 5.0. It analyzes existing digital platforms and their limitations due to their centralized and hierarchical management style supported. The paper considers the concept of digital ecosystem as an open, distributed, self-organizing “system of systems” of smart services capable of coordinating decisions and automatically resolving conflicts through multi-party negotiations. It proposes classification of services to be provided by the introduced advanced digital platform and describes their functions. It substantiates the leading role of multi-agent systems as the basic software architecture and technology for developing applications managed by the introduced digital platform. The paper results are applicable to many modern industrial enterprises.
