Abstract

The subject of the study is modern forms of interaction between public authorities and business to ensure the social protection of the population abroad. This paper aims to study the best foreign practices and develop proposals and recommendations for the formation, based on the experience of developed countries, of an effective model of interaction between public authorities and businesses with society in order to ensure social protection of the population. The relevance of the study is due to the fact that in recent years in Russia and in the world quite stable directions, forms and tools for interaction between public authorities and business have developed, however, the processes of interaction between public authorities and business still need to be improved. The scientific novelty lies in the grouping of forms of business participation (including joint participation with public authorities) in the system of social protection used in foreign countries. The research methods are the dialectical method, the method of system analysis, the method of comparative analysis, the information method. In the course of the study, the following results were obtained: recommendations were developed on the formation of an effective model of interaction between public authorities and business with society in order to ensure social protection of the population, taking into account the experience of foreign countries. The authors conclude that the transition to a mixed model of public-private and municipal partnerships, the introduction of social entrepreneurship and the widespread attraction of private investment in social sectors, the development of social programs (projects) at the corporate level, the use of all types and forms of social investment, charity and donations, the liberalization of the tax regime are becoming the dominant forms of modernization of the social sphere in many foreign countries.
