Abstract

The article describes the legal grounds for strategic planning in the Russian Federation, analyzes problems of its implementation and the importance of coordinated interaction of parties to the strategic planning process both horizontally and vertically in the public administration system, justifies the relevant character of a change in the approaches towards strategic planning on the modern stage of the socioeconomic development of Russia and the need for full participation of the state in the elaboration of development strategies and plans, ensuring cooperation and coordination between parties to this procedure. The author concludes that it is impossible to solve pressing problems in the economy, national economy, industrial production and the development of the socioeconomic welfare of the society without a system approach and the development of the required regulatory framework, justifies proposals for the improvement of laws on strategic planning, expansion of the number of its participants.
