Abstract

The article examines the actual problem associated with the lack of clear recommendations on the organization of project management entities and facts about the impact of various entities on the success rates of projects. The research proposed in the article is aimed at solving this problem and pursues the goal of clarifying the situation at enterprises for the organization of project management entities and determining the relationship between subjects and indicators of success of project activities. The study was conducted in two stages using the methods of an online survey of experts. The first stage was implemented in 2016, experts from 32 Russian enterprises were interviewed, one expert from each enterprise. Further, in the period from 2020 to 2021, the second stage of the study was conducted, 155 project managers and specialists of 36 enterprises from different regions of Russia were interviewed. The main results were the following provisions. Firstly, finding out that professional project management entities prevail in enterprises, which include project offices, project managers, project curators and others. Secondly, the roles of project offices were revealed, which, according to experts, became much more during the studied periods. The main roles of project offices are the roles of consultants, assistants, keepers of significant information and other roles. It is recorded that the role of the project office as a mentor and consultant to other departments in terms of project management has increased significantly in recent years. The novelty of the research proposed in this article is the establishment of a link between different subjects of project management, on the one hand, and indicators of project success, on the other hand. Expert assessments of the influence of different subjects on various indicators of project success are demonstrated. It is proved that different subjects influence different indicators of project success. The practical value of the proposed research is to provide enterprises with information about the specifics of the organization of project management entities, which will allow them to apply a professional approach to building a project management system.
