Abstract

The purpose of this policy brief is to describe an alternative method of financing health care entities that provide medical care for infectious diseases within the framework of the guaranteed amount of free medical care and in the mandatory social health insurance system. The study presents an analysis of the current situation with regard to funding for infectious diseases services. In particular, it examines the current funding mechanisms in institutions that provide inpatient care. Based on the results of the study, a funding mechanism is proposed that is relevant in the conditions of transition to mandatory social health insurance system. Essential elements: Currently, the system of financing medical care in Kazakhstan is at the stage of transformation. The budget model of financing is gradually being transformed into social health insurance, which provides for joint contributions from employers, employees, and the state, which will provide a certain guaranteed amount of free medical care. Payment methods for medical care affect the sustainability, quality and effectiveness of the health system, as well as the demand for certain types of medical care [1].
