Abstract
In the article, the author considers the experience of the Gorodets Diocese, which implements programs in the field of demographic, spiritual and moral renewal of Russia in cooperation with regional and municipal authorities, scientists, teachers, cultural and health workers. The main goal of the programs is to restore the Orthodox type of personality and the way of life of people. Through immersion in history, original culture, natural environment of the native land, active service, the values, meanings, consciousness of young people are renewed, the «motivation of death» (addictions, abortions, anomie, hedonism) is overcoming. The experience of the diocese in restoring the spiritual foundations of the population's life was voiced and supported when discussing the strategy of the demographic policy of Russia and the roadmap for increasing the birth rate in the regions of Russia.

The constructed social portrait of rural high school students provided an opportunity to identify a systemically integrated set of characteristics of the studied social group
The authors come to the conclusion that the problems of youth at the municipal level should be solved with the active participation of young people themselves in the systemic interaction of government structures, business, family, school, mass media, and public organizations of the socially active population
Фундаментальным основанием всех программ является краеведение, понимаемое как «изучение и внимание к истории всякого предмета и темы, наполнение содержанием утерянных знаний современного российского населения о земной жизни и территории проживания, о сущности и смыслах деятельности, об укладе народной жизни»
